I don't think there is a straight forward answer to this ultimately co2 are designed to be used on electrical and flammable liquid fire. so if it is the contents of the oven that is on fire then it would be a class A fire and not an electrical or flammable liquid fire (class B) . in fact using a co2 on a class a fire can make things worse as you end up fanning the flames basically there is no ideal extinguisher, water big no no, Foam & wet chemical in theory yes but not approved because of electrical hazard, powder issue with visibility and suffocation in confined space (also potential with co2 in very small spaces).

C02 extinguishers only last around 7 seconds so in the hands of a novice it could be ineffective as you have to get up close and personal with the equipment to extinguisher the fire I've never tried a co2 on a microwave oven with the contents on fire so not sure how or if it would be effective. Fire blankest will cover the equipment potential suffocate the fire of oxygen and would certainly limit the spread which is probably the greatest risk of the fire becoming greater. ultimately there is only so burnt the food can get before it will self extinguish due to lack of oxygen or lack of fuel.

i guess you could look at having a co2 nearby and a fire blanket. fire blankets are cheap so if you have multiple tea rooms then it isn't as expensive as providing additional co2 extinguishers on top of the normal allocation in the building. Also there should be co2's within the area or certainly on escape routes etc.

So go belt and braces co2 and fire blankest just not sure if a co2 would work in putting the contents of a microwave out i would have thought opening the door would make matters worse. Not sure if there has ever been a case of a fire caused by a over microwaved food i would have thought it would just smoke badly but not actually catch fire?
